Original job description

This position is listed on behalf of a partner company, which manages all applications and next steps. Our partner is looking for a Project Manager – Secret Clearance based in the United States.

As a Project Manager, you will lead the operational delivery of complex IT and service management projects across multiple workstreams and locations. You will oversee day-to-day operations, ensuring that project activities meet contractual requirements, performance objectives, budgets, and delivery schedules. Working closely with technical, logistics, security, and operational teams, you will coordinate resources, manage subcontractors, and drive consistent service excellence. You will also play a key role in workforce leadership, risk management, and continuous process improvement within a federal contracting environment. This position offers the opportunity to manage large-scale, geographically dispersed teams while contributing to mission-critical government programs. The role is fully remote, with occasional domestic travel and a strong focus on accountability, operational efficiency, and stakeholder satisfaction.

Accountabilities:

  • Lead day-to-day operational delivery across assigned project areas, ensuring services are completed on time, within budget, and in accordance with contractual obligations, quality standards, and performance requirements.
  • Plan, direct, and coordinate project and program activities, including work planning, staffing, task assignments, and resource allocation to achieve operational objectives and Service Level Agreements (SLAs).
  • Manage project scope, schedules, costs, and performance baselines, including budget development, financial forecasting, variance analysis, and regular reporting to leadership and clients.
  • Coordinate with IT, logistics, security, facilities, and other support functions to ensure the availability of infrastructure, equipment, tools, and services required for effective operations.
  • Oversee subcontractor and vendor performance, including onboarding, scope definition, deliverable management, quality assurance, contract compliance, and issue resolution.
  • Implement and promote standardized operational processes, documentation, and performance metrics aligned with CMMI Level 3, Agile methodologies, and established service delivery frameworks.
  • Identify, assess, and proactively manage operational risks and issues, leading root-cause analysis, corrective actions, and mitigation planning.
  • Maintain comprehensive risk, issue, and action logs to ensure transparency and provide regular visibility to leadership and client stakeholders.
  • Develop, maintain, and present operational dashboards and performance reports covering service volumes, throughput, SLA achievement, quality indicators, and workforce utilization.
  • Provide leadership and oversight to geographically dispersed teams, including workforce planning, performance management, coaching, and professional development.
  • Foster a culture of accountability, customer satisfaction, collaboration, and continuous operational improvement.
  • Ensure compliance with corporate policies, information security standards, federal contracting requirements, and client-specific governance frameworks.
  • Support audits, inspections, performance reviews, and compliance assessments while ensuring accurate documentation and operational readiness.
  • Identify opportunities to optimize service delivery, improve processes, and strengthen overall project performance.

Requirements:

  • Bachelor's degree in Business, Information Technology, Operations Management, or a related discipline, or equivalent relevant professional experience.
  • At least 8 years of recent and relevant experience planning, directing, coordinating, and managing IT or operational projects and programs of comparable scope and complexity.
  • Demonstrated experience managing multi-site or worldwide project delivery operations involving geographically dispersed teams and multiple stakeholders.
  • Proven expertise in managing project costs, schedules, budgets, forecasts, and performance metrics within federal government contracts or large enterprise programs.
  • Previous experience managing subcontractors and vendor relationships, including contract compliance, deliverable oversight, performance monitoring, and issue resolution.
  • An active Project Management Professional (PMP) or Program Management Professional (PgMP) certification is mandatory.
  • An active Secret Security Clearance is required.
  • Strong leadership and people management skills, with the ability to supervise distributed teams, allocate resources, manage performance, and promote accountability.
  • Excellent communication, organizational, and stakeholder management skills, with the ability to coordinate effectively across IT, logistics, security, and other operational functions.
  • Strong financial and analytical capabilities, including budget management, forecasting, performance measurement, and operational reporting.
  • Ability to manage competing priorities, resolve complex operational challenges, and drive results in a demanding federal contracting environment.
  • Willingness to travel occasionally, representing less than 10% of the role.

Preferred qualifications:

  • Experience managing operations in enterprise or federal environments using CMMI Level 3 processes and Agile or DevOps methodologies.
  • Previous experience overseeing programs involving call centers, telephony, cloud and IT infrastructure sustainment, cybersecurity, and/or software application sustainment.
  • Familiarity with ITIL-aligned service management frameworks, workforce management practices, and performance measurement methodologies, including SLAs, KPIs, and OLAs.
  • Experience working with large federal contractors or shared-services delivery centers, coordinating activities across multiple contracts, workstreams, and stakeholder groups.
  • Advanced skills in developing, analyzing, and presenting operational performance metrics, executive-level reports, and dashboards to communicate delivery outcomes, risks, and improvement initiatives.
  • Ability to obtain at least one of the following certifications within six months of hire: CompTIA Security+, Certified Network Defender (CND), GIAC Foundational Cybersecurity Technologies (GFACT), or GIAC Security Essentials (GSEC).

Benefits:

  • Competitive annual salary ranging from $90,000 to $154,000, depending on experience and qualifications.
  • Fully remote working arrangement, offering flexibility to work from anywhere in the United States.
  • Full-time employment opportunity supporting large-scale federal IT and operational programs.
  • Leadership opportunities involving geographically distributed teams and complex project portfolios.
  • Exposure to enterprise-level service delivery frameworks, federal contracting environments, and advanced IT operations.
  • Opportunities to strengthen project management, operational leadership, and cybersecurity-related expertise.
  • Professional development opportunities through additional industry-recognized certifications.
  • Limited travel requirements, with less than 10% occasional travel.
