The role maintains close engagement with Government and operational-user communities to understand current and evolving missions, operational environments, constraints, and user needs. The selected candidate will identify and communicate operational needs and concerns, assess mission impacts and risks, connect the appropriate operational and technical stakeholders, and help ensure Warfighter considerations are understood and incorporated throughout program development and integration.

MINIMUM QUALIFICATIONS

  • Extensive direct experience with protected SATCOM missions, operations, user communities, and operational environments
  • Demonstrated ability to translate operational needs and mission context into actionable information for technical and program stakeholders
  • Experience working directly with Government, military operational organizations, engineering teams, and senior stakeholders
  • Ability to identify operational concerns and clearly articulate associated mission impacts, dependencies, consequences, and risk
  • Strong understanding of complex System-of-Systems environments and the relationships among operations, requirements, design, integration, test, training, logistics, and sustainment
  • Strong communication, facilitation, technical writing, and briefing skills
  • Ability to operate effectively across organizational and technical boundaries without formal authority
  • Active DoD Secret clearance with ability to obtain and maintain TS/SCI eligibility

PREFERRED QUALIFICATIONS

  • Experience supporting strategic or protected military SATCOM systems such as Milstar, Advanced Extremely High Frequency (AEHF), or Evolved Strategic SATCOM (ESS)
  • Recent operational experience or sustained engagement with current protected SATCOM user communities
  • Experience with SATCOM mission planning, communications planning, command and control (C2), cryptographic/key management, terminal operations, or related mission functions
  • Experience supporting operational test, system integration, training, logistics, readiness, or fielding activities
  • Experience participating in Government and program working groups, technical reviews, integration forums, or engineering review boards
  • Familiarity with systems engineering lifecycle, risk management, requirements, verification, and configuration-management processes
  • Experience supporting complex DoD acquisition or development programs

KEY RESPONSIBILITIES

  • Maintain a current understanding of protected SATCOM missions, user populations, operations, mission workflows, operational environments, constraints, dependencies, and emerging user needs
  • Establish and maintain meaningful engagement with Government and operational-user communities to remain informed of current and evolving operations
  • Identify and communicate SATCOM user interests, needs, concerns, and operational considerations affecting Ground and Framework development and broader System-of-Systems integration
  • Assess operational concerns and characterize associated mission context, affected users or missions, potential consequences, dependencies, urgency, and risk
  • Provide operational context to engineering, requirements, architecture, integration, test, training, logistics, and sustainment activities
  • Support development of capabilities that are technically effective and operationally suitable by connecting operational users, technical teams, and appropriate subject-matter experts
  • Provide operational perspective to integration, verification, validation, test planning, test execution, and evaluation activities
  • Identify operational considerations affecting training, fielding, product support, site readiness, sustainment, and transition to operational use
  • Identify, pursue, and participate in operationally relevant meetings, working groups, reviews, boards, demonstrations, exercises, and user forums
  • Identify operationally significant information or access gaps and communicate resulting impacts or risks through established program processes
