Position Summary
The Campus Business Manager serves as the business operations leader for a multi-building data center campus construction program. The role leads project administration and operational support across the campus, including direct leadership of Project Administrators and Coordinators assigned to individual buildings.
As a trusted partner to the Campus Director and construction leadership team, the Campus Business Manager establishes scalable operating discipline across reporting, governance, financial administration, workforce mobilization, employee engagement, vendor administration, compliance support, and executive communications. The role must build structure while construction is underway, balancing consistent controls with the speed, practicality, and flexibility required in a field environment.
ROLE PURPOSE Create the operational backbone that allows campus construction leaders to focus on safety, quality, cost, schedule, and delivery while the campus scales from individual projects to an integrated program.
Key Responsibilities
Campus Administration Leadership
- Lead project administration activities across the campus and serve as the primary escalation point for administrative and operational support issues.
- Supervise, coach, and develop Project Administrators and Coordinators assigned to individual buildings or projects.
- Establish common administrative processes, role expectations, service standards, templates, and operating routines while preserving appropriate flexibility by project phase.
- Ensure consistency in reporting, records management, correspondence, project support, communications, and governance activities.
- Develop staffing, workload-balancing, cross-training, and coverage plans for campus administrative resources.
- Monitor service levels, stakeholder satisfaction, and team capacity; address performance gaps and competing priorities.
- Drive continuous improvement and reduce dependence on informal or person-specific ways of working.
Business Operations Management
- Serve as the business manager for campus construction operations and a day-to-day operating partner to the Campus Director.
- Support the development and management of campus administrative and operational budgets.
- Monitor purchase requisitions, purchase orders, invoices, accrual inputs, administrative expenditures, and related exceptions.
- Coordinate business operations support across Construction, Project Controls, Safety, Quality, Commissioning, Procurement, Finance, Human Resources, Legal, and other functions.
- Establish and maintain campus administrative standards, records-management practices, documentation workflows, approval paths, and governance processes.
- Track operational performance indicators, identify emerging risks, and coordinate timely resolution or escalation.
- Support implementation of new systems, tools, processes, and operating practices across the campus.
Executive Reporting and Governance
- Manage campus reporting calendars, governance meetings, executive reviews, and recurring business rhythms.
- Prepare concise executive presentations, dashboards, scorecards, reports, and business updates.
- Consolidate information from multiple buildings into consistent campus-level reporting using common definitions and submission standards.
- Coordinate leadership meetings and operating reviews, including agendas, pre-reads, decisions, action owners, and due dates.
- Maintain meeting records, decision logs, action logs, and executive communications in accordance with company and project requirements.
- Follow up on commitments and elevate overdue or unresolved matters that create risk to campus execution.
- Support strategic initiatives and special projects on behalf of campus leadership.
Workforce Mobilization, Engagement and Support
- Coordinate workforce onboarding, orientation, badging, access, and mobilization or demobilization processes across the campus.
- Maintain accurate workforce rosters, personnel tracking, access records, and readiness information in partnership with HR, Safety, Security, IT, and construction leadership.
- Coordinate executive visits, customer tours, campus-wide meetings, milestone events, and other workforce-facing activities.
- Champion a connected campus culture across multiple buildings and project teams while reinforcing company values, leadership expectations, and desired workplace behaviors.
- Coordinate practical recognition, milestone celebrations, employee communications, feedback channels, and community-building activities appropriate for a construction workforce.
- Support new employee integration and a consistent employee experience throughout the project lifecycle.
- Identify workforce concerns, engagement risks, or organizational challenges and elevate them to the appropriate leader.
- Support change management for new systems, policies, processes, organization changes, and evolving ways of working, including communications, training coordination, reinforcement, and adoption tracking.
- Build credibility with field teams through responsive service, direct communication, practical solutions, and consistent follow-through while maintaining clear standards for respectful, safe, and compliant behavior.
Contract and Vendor Administration
- Support subcontractor and vendor onboarding and coordinate required approvals and documentation before mobilization.
- Coordinate collection and maintenance of insurance certificates, licenses, permits, compliance records, and other required vendor information.
- Manage administrative contract routing, approval workflows, and change-order support processes.
- Maintain subcontractor, vendor, insurance, permit, compliance, and contractual documentation in accordance with company and project requirements.
- Coordinate with Procurement, Finance, Legal, Safety, and project teams to resolve incomplete, expired, or conflicting requirements.
- Support audit requests, compliance reporting, and corrective-action follow-up.
Cross-Functional Coordination
- Serve as a central liaison across campus delivery and support functions to improve communication, alignment, and issue resolution.
- Facilitate coordination among Construction Management, Project Controls, Preconstruction, Procurement, Finance, Human Resources, Safety, Quality, Commissioning, Development, Legal, IT, Security, and executive leadership.
- Translate functional requirements into practical site processes and communicate field realities back to corporate partners.
- Balance the needs of individual building teams with campus priorities, shared standards, and enterprise requirements.
- Use influence, data, relationships, and appropriate escalation to drive adoption when stakeholders do not report directly to the role.
Leadership Responsibilities
- Lead and develop a distributed team of Project Administrators and Coordinators supporting individual buildings.
- Establish clear goals, decision rights, performance expectations, and service standards.
- Conduct regular one-on-ones, team operating meetings, performance reviews, coaching, and development planning.
- Create a campus administrative team identity while maintaining strong working relationships between each administrator and the building leadership team supported.
- Build bench strength through cross-training, succession planning, and expanded business, financial, systems, and stakeholder-management capability.
- Foster accountability, customer service, continuous improvement, respectful candor, and operational discipline.
Qualifications
Education
- Bachelor’s degree in Business Administration, Construction Management, Project Management, Finance, or a related discipline preferred.
- An equivalent combination of education and relevant experience may be considered.
Experience
- Eight or more years of progressive experience in project administration, business operations, construction administration, project services, or program support.
- Three or more years of direct people-leadership experience.
- Experience supporting large-scale construction, industrial, mission-critical, manufacturing, engineering, or other complex capital programs.
- Data center or EPC experience strongly preferred.
- Demonstrated success building or improving processes in a fast-growing, multi-project environment.
- Experience influencing field and functional leaders without relying solely on formal authority.
Knowledge, Skills and Competencies
- Construction or capital-project administration and site operating practices
- Business operations, operating cadence, governance, and process design
- Purchase requisition, purchase order, invoice, accrual, and budget-administration workflows
- Vendor onboarding, compliance administration, and approval routing
- Executive reporting, dashboard development, meeting governance, and action tracking
- Workforce mobilization, onboarding, site access, employee communications, and engagement support
- Change management, adoption support, and practical process implementation
- Strong people leadership, coaching, delegation, and performance management
- Sound judgment, prioritization, and calm decision-making under changing conditions
- Ability to work effectively in a direct, field-oriented environment without compromising standards for safety, respect, ethics, or compliance
- Advanced proficiency with Microsoft 365; experience with Power BI, ERP, project-management, construction-management, or workforce systems preferred
