We are a distributed company leveraging the latest technologies to deliver world-class products in the private and public sectors of finance, telecom, identity, security, retail, sports entertainment, commercial, government, and IoT. We use a variety of technologies and approaches to deliver quality products and services to government agencies and technology companies. IDEMIA is made up of a group of 14,000 diverse people from different nationalities, speaking over 20 different languages. Together, our solutions impact the everyday lives of citizens and nations. In this ever-changing world, protecting your identity is paramount. Join the team that is ensuring one person - one identity.
Responsibilities
- Lead the planning and execution of fixed-price, fixed-duration, and fixed-requirement design-and-build programs funded by U.S. state government customers. These programs involve customer-specific integrated solutions and non-recurring engineering development rather than internal product or corporate IT initiatives.
- Develop and maintain a Program Management Plan (PMP) tailored to each program’s contractual requirements, customer expectations, stakeholder needs, budget, schedule, and desired outcomes, using established PMO methodologies and industry best practices.
- Manage assigned programs from proposal through final acceptance, including formal gate reviews for requirements, design, development, integration, testing, procurement, delivery, installation, and customer acceptance.
- Translate the full scope of work into a comprehensive Work Breakdown Structure and clearly defined, manageable work packages with accountable owners, deliverables, dependencies, and completion criteria.
- Develop, baseline, and maintain integrated program schedules in Microsoft Project, aligned with the Work Breakdown Structure, contractual milestones, resource commitments, and cross-functional dependencies.
- Drive the timely completion of program deliverables and milestones; identify schedule variances early and lead recovery planning when performance deviates from the baseline.
- Establish and maintain the program risk and opportunity register; assess exposure, assign owners, implement mitigation actions, and escalate significant risks promptly.
- Lead program coordination meetings, gate reviews, customer reviews, and executive status reviews, ensuring decisions, actions, owners, and due dates are documented and followed through to closure.
- Secure and maintain cross-functional leadership alignment, resource commitments, and accountability across engineering, systems, software, hardware, test, quality, procurement, deployment, and support teams.
- Manage program scope, change control, communications, configuration, and quality to prevent uncontrolled scope growth and protect contractual commitments.
- Manage program financial performance, including budgets, forecasts, cost-to-complete estimates, receivables, change settlements, and profitability. Apply appropriate earned-value principles, with particular focus on schedule variance.
- Prepare and present accurate monthly program status reports to executive leadership, clearly communicating accomplishments, financial and schedule performance, risks, issues, decisions required, and recovery actions.
- Identify and address issues openly, promptly, and constructively; lead root-cause analysis, corrective-action planning, escalation, and resolution.
- Facilitate effective collaboration among internal functions, customers, subcontractors, vendors, and external partners.
- Build and maintain strong stakeholder relationships through transparent communication, disciplined expectation management, and timely resolution of concerns.
- Ensure all deliverables meet contractual, technical, regulatory, security, and quality requirements and achieve the intended customer and business outcomes.
- Ensure compliance with IDEMIA policies, governance requirements, applicable regulations, and contractual obligations.
- Drive continuous improvement in program governance, execution, documentation, reporting, and lessons-learned practices.
- Develop knowledge of IDEMIA’s industry, customers, technologies, and solutions, and share that knowledge across the organization.
- Encourage innovative problem-solving and help team members turn practical ideas into measurable program improvements.
- Capture and share lessons learned and best practices across programs to improve organizational performance.
Qualifications
- Proven ability to manage complex, design-and-build programs involving multiple stakeholders, concurrent workstreams, contractual milestones, and interdependent technical activities.
- Working knowledge of Waterfall, Agile, and hybrid delivery methodologies, with the judgment to apply the appropriate approach within a fixed-requirement/duration/ cost program environment.
- Demonstrated experience managing program budgets, forecasts, cost-to-complete estimates, financial performance, and schedule variance.
- Excellent written, verbal, presentation, negotiation, and stakeholder-management skills.
- Strong analytical, problem-solving, and decision-making skills, with an emphasis on proactive risk identification and mitigation.
- Proven ability to lead cross-functional teams, establish accountability, resolve conflict, and influence outcomes without direct authority.
- Proficiency in Microsoft Project for developing, baselining, maintaining, and analyzing integrated program schedules.
- Ability to travel up to 25% as required to support customers, program reviews, testing, deployment, and other program needs.
Required Qualifications
- Bachelor’s degree in engineering, a related technical discipline, or an equivalent combination of education and relevant experience.
- At least 10 years of related technical or engineering experience, including a minimum of three years in project engineering, technical project management, program management, or a comparable role with responsibility for project execution.
- Must be a sole U.S. citizen and not hold dual citizenship.
- Must successfully complete applicable background-screening requirements, which may include criminal history, education, credit, and drug screening, and must obtain any program-specific credentials or certifications required for assigned work.
- Proficiency in Microsoft Word, Excel, and PowerPoint.
- Demonstrated ability to lead cross-functional program teams in a matrixed organization; this position has no direct reports.
- Demonstrated understanding of systems engineering, system integration and test, quality assurance, configuration management, logistics, contract administration, standard business practices, and program financial management.
- Ability to communicate effectively in writing and verbally, deliver presentations, and conduct negotiations with customers, subcontractors, and vendors.
