Enrollment Manager - Market Growth & Community Engagement
Delaware / New Jersey | Full-Time
This is a market-facing leadership role combining enrollment operations, team supervision, healthcare business development, and community relationship building.
About GT Independence
GT Independence is a national leader in Financial Management Services (FMS) supporting individuals in Home and Community-Based Services (HCBS) programs. Our mission is to help people live a life of their choosing, regardless of age or ability. We are committed to an inclusive, purpose-driven culture where employees can contribute, grow, and serve their communities.
Position Summary
The Enrollment Manager leads enrollment operations and market growth activities across Delaware and designated New Jersey service areas. This leader manages Support Brokers and Self-Direction Support Specialists who guide participants and caregivers through referral intake, enrollment meetings, documentation, onboarding, and activation.
The role also serves as a visible representative of GT Independence in the community. The Enrollment Manager develops relationships with managed care organizations, state and community agencies, case managers, senior centers, adult day programs, disability-service organizations, and other referral partners to increase awareness of self-direction services and generate qualified referrals.
Success requires a practical combination of people leadership, healthcare or human-services experience, enrollment execution, relationship development, and the ability to build GT Independence's presence in an emerging and competitive market.
Key Responsibilities
Team Leadership & Accountability
- Provide daily direction, coaching, and performance support to Support Brokers and Self-Direction Support Specialists.
- Establish clear expectations for responsiveness, documentation quality, participant service, productivity, and follow-through.
- Lead team meetings, training, workload planning, and case reviews; identify barriers and ensure timely resolution.
- Develop team members through feedback, coaching, and consistent accountability, including employees who work remotely or in the field.
- Coordinate coverage and resources so participants and referral partners receive reliable service across the market.
Enrollment Operations
- Oversee the enrollment lifecycle from referral receipt through participant and caregiver activation.
- Ensure Support Brokers make timely participant contact, explain GT Independence services, schedule enrollment meetings, and guide applicants through required forms and documentation.
- Ensure enrollment meetings are completed virtually or in person based on program and market requirements, including meetings in participant homes or appropriate community locations.
- Oversee review and processing of required enrollment documents, including identity and employment eligibility records, guardianship documentation, and background-check materials, as applicable.
- Monitor enrollment status, aging, cycle times, incomplete documentation, escalations, and handoffs to internal processing teams.
- Identify workflow breakdowns and implement practical improvements that reduce delays and create a participant-centered onboarding experience.
Healthcare Business Development & Market Growth
- Develop and execute a community engagement strategy to increase awareness of GT Independence and self-direction services in Delaware and nearby New Jersey communities.
- Generate qualified leads and referrals by building relationships with managed care organizations, state and community agencies, case managers, support coordinators, senior centers, adult day programs, disability-service providers, advocacy groups, and other community stakeholders.
- Represent GT Independence at conferences, community events, stakeholder meetings, presentations, and outreach activities.
- Explain GT Independence's services clearly to potential participants, caregivers, families, and referral partners and help them understand available self-direction options.
- Maintain consistent follow-up with referral partners and provide accurate updates that build trust and strengthen the referral pipeline.
- Partner with Business Development, Operations, Marketing, and program leadership on growth opportunities and market-specific outreach.
Compliance, Quality & Systems
- Ensure enrollment activities follow applicable Medicaid, HCBS, FMS, state-program, and organizational requirements.
- Maintain accurate, timely, and complete enrollment records and reporting.
- Support effective use of enrollment and documentation tools, including GT Enroll, DocuSign, Microsoft Office, and related systems.
- Conduct quality reviews and reinforce standard processes, privacy expectations, and document-control requirements.
- Troubleshoot participant, caregiver, referral-source, and internal escalations and communicate clear next steps.
Required Qualifications
- High school diploma or GED required; bachelor's degree in business, healthcare administration, human services, social work, marketing, communications, or a related field preferred.
- 3+ years of related experience in healthcare, human services, Medicaid programs, enrollment, community outreach, provider relations, business development, or comparable operations.
- 2-4 years of experience supervising, formally leading, or directly coordinating the work of employees; team-lead experience with demonstrated coaching and accountability may qualify.
- Demonstrated experience developing external relationships, conducting community outreach, generating referrals, or supporting growth within healthcare or human services.
- Experience managing complex workflows, deadlines, documentation, and stakeholder communication.
- Ability to travel 25-50% throughout Delaware and New Jersey for enrollment meetings, outreach, and community events.
- Proficiency with Microsoft Office, including Excel, Outlook, Teams, and PowerPoint.
