What Impact You’ll Have
We are seeking an experienced, proactive, and leadership-minded Payroll Manager to oversee day-to-day payroll operations and manage our processing team in a fast-paced, multi-entity, multi-state environment. Serving as the primary point of contact for the team and the bridge to department leadership, this role requires a hands-on manager who doesn't just delegate, but actively monitors operational deadlines, ensures compliance, and possesses screen-level technical capability to step into production seamlessly whenever needed.
The ideal candidate is an intuitive problem-solver who prides themselves in learning/understanding the company procedures and becoming an expert in them, anticipates bottlenecks, enforces strict structural accountability (including absolute template and workbook integrity), maintains momentum across overlapping payroll cycles, and drives total operational autonomy.
What You’ll Be Owning
Tactical Leadership & Pacing Discipline
- Serve as the main point of contact and tactical leader for the payroll processing team, providing daily guidance, clearing operational bottlenecks, and fostering accountability.
- Actively monitor the structured payroll calendar each cycle, ensuring the team executes preliminary data pulls, review milestones, and final submissions with zero slippage or missed deadlines.
- Maintain complete, hands-on mastery of our payroll and timekeeping systems to independently step in and execute processing runs, manual calculations, or adjustments at a moment's notice.
- Maintain an active presence during processing windows, driving execution from initial morning report pulls straight through to final transmission and bank confirmation.
- Oversee the team’s preliminary workbook balances, timesheet administration metrics, and payroll inputs to guarantee a 10/10 level of accuracy before submission.
- Partner effectively with HR, Finance, and HRIS teams to manage multi-state compliance and support upcoming system integration and data validation cycles.
- Ensure team training materials, system job aids, and standard operating procedures are continuously updated so the team can execute workflows independently and consistently.
Hands-On Operational Mastery & Multi-EIN Execution
- Maintain complete, hands-on screen proficiency in ADP Workforce Now and ERP systems (such as Deltek Costpoint or Unanet) to independently set up, reconcile, and execute multi-EIN payroll runs across overlapping schedules (e.g., biweekly, weekly, semi-monthly, monthly).
- Independently troubleshoot screen-level setup errors, tax withholding mappings, and voluntary deduction variances (401k, Roth, local taxes, state paid leave) directly within the software platforms without relying on vendor admins or senior leadership.
Workbook Integrity & Process Governance
- Oversee and strictly enforce standard payroll balancing templates and master workbook layouts.
- Enforce total structural integrity across all team workbooks - prohibiting unauthorized tab creations, broken formula links, or custom layout overrides.
- Audit team balancing sheets to guarantee 10/10 mathematical accuracy before final submission.
Continuous Training & Autonomous Problem-Solving
- Develop, maintain, and continuously update clear Standard Operating Procedures (SOPs), system job aids, and training modules to onboard and upskill team members efficiently.
- Step into the trenches to research and resolve complex variances (e.g., split-labor allocations, DCAA/SCA compliance, labor posting discrepancies) independently, bringing recommended solutions rather than unanalyzed problems to senior leadership.
- Manage day-to-day desk inquiries and employee/manager communications promptly while keeping core processing milestones on schedule.
What You Must Have
7+ years of progressive payroll experience, with at least 2–3 years in a supervisory or team-lead capacity in a government contracting (GovCon) or high-compliance environment.
- Multi-EIN & Multi-State Depth: Proven track record of managing multi-entity, multi-FEIN payroll structures across varying state tax jurisdictions and concurrent pay schedules.
- Platform Proficiency: Hands-on, screen-level fluency in ADP Workforce Now and timekeeping/ERP systems (Deltek Costpoint, Unanet, or equivalent) required.
- Process Compliance: Strict commitment to standard operating workflows, workbook governance, and internal audit controls.
- DCAA & Regulatory Knowledge: Working knowledge of DCAA timekeeping standards, SCA wage determinations, split-labor allocations, and Form 941 reconciliations.
- Education: Bachelor’s degree in Business, Accounting, or related field preferred; CPP (Certified Payroll Professional) designation highly desirable.
Performance Metrics & Core Attributes
- Execution Speed: Moves swiftly from raw data extraction into balancing workbooks without artificial delays or loss of momentum.
- Workbook Stewardship: Preserves master template logic and enforces team compliance with established operational tools.
- Operational Continuity: Possesses the cross-functional depth to back up any desk or entity on the team at a moment's notice.
- Self-Direction: Takes total ownership of daily priorities, email queues, and processing deadlines with minimal oversight.
