Original job description
About the Company
General Matter is enriching uranium in America.
Our goal is to design, build, and operate the world’s lowest-cost enrichment services in the United States.
Our mission is to restore America’s ability to produce nuclear fuel - fuel that will power AI, advanced manufacturing, critical industries, and the next generation of nuclear reactors.
Ultimately, our work will help power national ambitions and enable a high-energy society.
We were incubated by Founders Fund, like Anduril and Palantir before us, and are backed by top-tier investors. Our lean, world-class team of engineers and operators is applying a first-principles approach to solving the problem of nuclear fuel production.
We are a mission-driven company with a culture of urgency, accountability, and transparency.
Help us build a high-energy society by making the cleanest, safest form of baseload energy the most affordable.
About This Role
As Material Control & Accountability (MC&A) Program Manager at General Matter, you'll build and lead the program that controls and accounts for every quantity of special nuclear material (SNM) we receive, process, store, and transfer. You'll own MC&A end-to-end: measurement and measurement control, item control and physical inventory, material balance closure, regulatory reporting, and audit and inspection response. You'll write the program and its procedures yourself rather than inherit them.
Most MC&A careers are spent maintaining a program someone else designed decades ago. This role is a rare chance to design one from first principles for a new U.S. enrichment facility. You'll work alongside the engineers designing the plant, so accountability is built into the process and equipment from the start instead of added afterward. Your calls on material balance areas, key measurement points, and accounting systems will shape how General Matter operates for decades, and will decide whether we're ready when our first feed material arrives.
If you seek high impact and are excited by fast-paced, intense, Skunkworks-style projects, we encourage you to apply to join our team.
Responsibilities
Program Development
- Build General Matter's MC&A program from the ground up, including the Fundamental Nuclear Material Control (FNMC) Plan and its implementing procedures, in full compliance with 10 CFR Parts 74 and 75 and applicable DOE and IAEA safeguards requirements
- Define material balance areas, key measurement points, and the measurement control and physical inventory programs
- Select and implement the nuclear material accounting system and records that support material balance closure and reporting
- Lead nuclear material risk assessments and vulnerability analyses, identifying and mitigating potential threats to material control
- Monitor evolving regulatory requirements and advances in MC&A technology and practice, and adapt the program accordingly
Regulatory Compliance & Reporting
- Prepare and submit regulatory reports and documentation, including NMMSS transaction and material balance reporting (DOE/NRC Forms 741 and 742)
- Represent General Matter during audits, inspections, and regulatory reviews by the NRC, DOE, and IAEA
- Develop MC&A content for the facility license application and respond to regulator requests for additional information
Cross-Functional Integration
- Partner with engineering early in plant and equipment design so measurement, sampling, and containment needs are designed in
- Coordinate with security and operations on program development so MC&A, physical protection, and operating procedures stay aligned
- Partner with operations, security, and regulatory teams to support safe and compliant handling of nuclear material
Team Building & Training
- Hire and develop the MC&A team at operating locations
- Develop and lead MC&A and safeguards training for operations, security, and engineering staff
Basic Qualifications
- 3+ years of MC&A program management experience at a nuclear fuel cycle facility or comparable SNM-licensed site
- Evidence of exceptional ability (e.g., an MC&A program, plan, or accounting system you built or substantially improved)
- Strong working knowledge of 10 CFR Part 74 and applicable DOE and IAEA safeguards requirements
- B.S./B.A. or advanced degree (M.S. or Ph.D.) in science or engineering
- Ability to obtain and maintain required security clearance and access authorization, including eligibility for access to NRC Safeguards Information
- Strong written and verbal communication skills for preparing regulatory reports and representing the program during audits and inspections
Preferred Skills and Experience
- Direct experience designing, implementing, or substantially rebuilding an MC&A program
- Experience with Category II or Category III MC&A programs (10 CFR Part 74 Subparts C and D), including FNMC plan development
- Hands-on experience with NMMSS reporting, nondestructive assay (NDA), and measurement control programs
- Completed DOE National Training Center MC&A coursework, active involvement in INMM, or working familiarity with the ANSI N15 series of standards
- Experience at an enrichment, fuel fabrication, or DOE/NNSA site, or prior experience as an NRC, DOE, or IAEA safeguards inspector
- Experience building or scaling a compliance function in a fast-paced, resource-constrained, or startup environment
- Prior supervisory or team-lead experience
Additional Requirements
Ability to work extended hours and weekends as necessary.
