Outcomes:

The successful candidate is expected to accomplish the following outcomes during the first year in the position:

  • Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
  • Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
  • Master position tasks within 60 days and exceed requirements within 90 days.
  • Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
  • Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.

Responsibilities:

Lead contractor delivery, integrated portfolio operations, schedule and financial analysis, tasker/records control and staffing coordination for CRI while preserving non-personal-services boundaries. Specific responsibilities include but are not limited to:

  • Maintain a 1,000+ line integrated master schedule in Microsoft Project and analyze milestone variances.
  • Develop biweekly financial forecasts and integrated Excel/portfolio status analysis.
  • Respond to 60+ annual calls for data and produce decision-ready reports and dashboards.
  • Support Pentagon portfolio operations approximately two days per week based on historical workload, subject to Government direction.
  • Deliver accurate, timely and auditable work products; coordinate interfaces with other CRI support functions.
  • Assume primary preparation, version control and records coordination for program briefings, portfolio reports, budget trackers, data-call response packages and non-security administrative records previously assigned to the separate administration position.
  • Maintain the consolidated records index, digital continuity folders, document-review schedule and traceable audit trail; coordinate classification and access decisions with the security specialist.
  • Own the consolidated organizational tasker register (historically 150+ annual taskers): receive, assign, prioritize, monitor suspense dates, quality-check responses and coordinate approximately 50+ annual briefing/report products.
  • Cross-train qualified, cleared backups for schedule, records and tasker functions; elevate overload from Pentagon support, 1,000+ schedule lines, biweekly forecasts and simultaneous program starts before deadlines slip.
  • Perform duties as the Contractor Task Lead, to include contractor team management, issue resolution, performance/quality oversight, staffing and continuity in partnership with the Contractor PM and supporting PMO.
  • Coordinate integrated delivery for approximately 5–8 concurrent rapid-prototyping projects; maintain milestones, risk/decision registers, staffing priorities, corrective actions and monthly contractor performance reporting.
  • Chair a weekly two-week-look-ahead covering flight tests, technology assessments, contract starts, security inspections, travel, data calls and portfolio deadlines; document qualified coverage and resource conflicts.
  • During simultaneous high-priority events, protect flight-test safety and security obligations, sequence remaining tasks, request corporate PMO administrative support where authorized, and promptly elevate unresolved capacity risks to the Government through approved channels.
  • Maintain contractor/Government authority boundaries: do not direct Government personnel, make inherently governmental decisions, promise unapproved surge, or change scope or funding without Contracting Officer authorization.

Qualifications:

The candidate must have the following qualifications (PWS requirements and necessary duty authorizations):

  • Bachelor’s in Business, Finance or technical field and 7+ years relevant DoD support for §12.3; at least 7 years of DoD acquisition/rapid-fielding experience if assigned §12.2 work. Gemini prefers 10+ years of combined program operations and portfolio leadership.
  • SECRET clearance and required Government site access.
  • Record Management Certification required for §12.3 assigned personnel; confirm credential acceptance.
  • Advanced proficiency in Microsoft Project, Excel forecasting, schedule logic and reporting.
  • Hands-on experience with records management, SharePoint/Microsoft 365 document control, tasker routing and briefing coordination (Gemini 5-FTE staffing requirement).
  • Demonstrated leadership of DoD contractor teams, integrated schedules, tasker/suspense systems, corrective actions and simultaneous project delivery (Gemini four-FTE role requirement).

The following qualifications are desired (Gemini recruiting preferences, not additional PWS mandates):

  • 8–10+ years managing complex DoD integrated schedules and financial analysis.
  • PMP, PMI-SP, EVMS, Power BI and DAWIA-equivalent program management training (preferred, not PWS-mandated).
  • Experience coordinating Pentagon stakeholders and high-volume data calls (preferred).

Travel: Recurring Pentagon/National Capital Region support (historically ~104 onsite days annually), WPAFB coordination and occasional test/program travel; concurrent coverage requires Government-confirmed scheduling.
