Original job description
Who is USP
The U.S. Pharmacopeial Convention (USP) is an independent scientific organization that collaborates with the world’s top experts in health and science to develop quality standards for medicines, dietary supplements, and food ingredients. USP’s fundamental belief that Equity = Excellence manifests in our core value of Passion for Quality through our more than 1,100 talented professionals across five global locations to deliver the mission to strengthen the supply of safe, quality medicines and supplements worldwide.
Who are our Expert Volunteers?
A hallmark of USP’s standards is that they are determined by independent scientific experts. USP Expert Volunteers are selected based on their individual expertise and experience and use their best personal, professional, and scientific judgment to work collaboratively on setting standards. USP Expert Volunteers must agree to disclose conflicts of interest and to uphold standards of conduct that preserve the integrity of the standard-setting process.
Focus Area
Since the publication of USP General Chapter <1207> Sterile Product Packaging - Integrity Evaluation and its suite of chapters in 2015, there have been significant advancements in container-closure integrity (CCI) testing methodologies, regulatory expectations, and risk-based approaches to ensuring product sterility and safety.
Over the past two years, industry stakeholders have discussed the current gaps and limitations within the USP <1207> series at the PDA Parenteral Packaging Conference in Europe. These discussions aimed to understand current industry trends, best practices, and areas where the USP <1207> series of chapters needs to evolve to remain scientifically rigorous, fit-for-purpose, and aligned with modern regulatory and technical expectations.
2025-2030 Key Issues
Ensuring the CCI of sterile drug products is essential for maintaining product sterility, stability, and efficacy throughout a drug’s lifecycle. Failure in CCI can compromise sterility assurance, leading to microbial ingress, contamination, and potential patient harm.
Contaminated parenteral drug products have historically been linked to serious patient safety incidents, product recalls, and regulatory enforcement actions, underscoring the necessity of robust and validated CCI testing methods.
Beyond sterility, CCI failures can result in changes to drug potency and degradation due to exposure to oxygen, moisture, or other environmental factors. This is particularly relevant for biologics, cell and gene therapies, and highly sensitive formulations, where even minor integrity breaches can significantly impact product quality.
Member Responsibilities
• Explores specific compendial topic(s) and produces the deliverable(s) identified in the Expert Panel charge within a specific time frame.
• Performs assigned tasks and provides recommendations to the sponsoring Expert Body/Bodies.
• Provides final advisory recommendations in writing to the sponsoring Expert Body/Bodies.
• Strives to reach agreement with other members on compendial topics, although achieving unanimous agreement is not required.
• Participates in meetings (reads briefing materials, attends meetings, reviews minutes and notes, etc.).
• Notifies USP staff of conflicts of interest; keeps disclosures up to date.
• A conflict of interest does not limit participation in discussions or the making of recommendations, provided the Expert Panel Member has disclosed this conflict. However, an Expert Committee Member who joins an Expert Panel is held to the more stringent conflict of interest requirements and Standards of Conduct applicable to an Expert Committee Member.
• Develops and maintains awareness of fellow volunteers’ conflict of interest to help facilitate conflict-of-interest management.
• Disposes of any confidential materials at the conclusion of service.
How Will YOU Create Impact Here at USP?
In this role as a USP Volunteer, you contribute to USP’s public health mission of increasing equitable access to high-quality, safe medicine and improving global health through public standards and related programs.
Required Expertise
The successful volunteer candidate will have demonstrated understanding of our mission, commitment to excellence through inclusive and equitable behaviors and practices, ability to quickly build credibility with stakeholders, along with the following competencies and experience:
The revision of the USP <1207> series - Sterile Product Packaging - Integrity Evaluation - requires a multidisciplinary panel of experts to ensure the chapters reflect the latest scientific, technical, and regulatory advancements.
Container-closure integrity (CCI) is essential for maintaining the sterility, stability, and efficacy of drug products, particularly for biologics and advanced therapies. To support this comprehensive update, the panel must bring together deep technical expertise and strong collaborative skills.
Technical Expertise
• Deterministic CCI Testing Methods: Proficiency in vacuum decay, tracer gas detection, laser-based headspace analysis, high-voltage leak detection, and mass extraction, along with awareness of emerging technologies in pharmaceutical packaging.
• Positive Control Systems: Experience in designing and managing positive controls, including resolving issues like clogging and ensuring reproducibility.
• Sampling Strategy Development: Ability to develop scientifically sound sampling plans for non-traditional packaging formats, large-volume products, and stability studies.
• Complex Packaging Systems: Knowledge of testing requirements for drug-device combinations, polymeric containers (e.g., IV bags, autoinjectors), and multi-chamber systems.
• High-Risk Packaging Scenarios: Expertise in evaluating freeze-dried products, stopper height variability, and packaging for ultracold chain logistics.
• Lifecycle CCI Management: Experience applying Quality by Design (QbD) and risk-based approaches throughout the product lifecycle.
• Modeling & In Silico Tools: Familiarity with computational modeling to support early-stage CCI evaluation and design.
• Regulatory & Compendial Standards: Understanding of USP <1207> chapters, FDA expectations (CDER, CBER, CDRH), and global regulatory requirements.
Additional Desired Preferences
Collaborative Expertise
• Cross-Functional Collaboration Ability to work effectively within a multidisciplinary expert panel and engage with regulatory stakeholders.
• Scientific Communication Skilled in clearly conveying complex technical concepts and contributing to chapter drafting and review.
• Analytical Thinking Capable of identifying gaps, assessing new technologies, and proposing innovative solutions.
• Project Coordination Experience managing timelines, deliverables, and participating in both synchronous and asynchronous work.
