Description
DSFederal is seeking a Senior Software Developer to support a federal government agency. The developer will design, build, test, and deploy enhancements to Oracle-based grants management and reporting applications (Oracle Forms and Reports on WebLogic 12c) and the Oracle APEX applications, including working Agile backlog items from requirements through deployment and handoff.
Requirements
- Analyze D&E backlog work orders for grants management applications, and related Oracle applications; assess feasibility, perform impact analysis, and provide level-of-effort estimates.
- Design, develop, and enhance Oracle Forms and Reports modules on WebLogic 12c, including triggers, program units, PL/SQL libraries, menus, and report layouts.
- Develop and enhance Oracle APEX applications that includes pages, interactive reports/grids, dynamic actions, authorization schemes – and REST services through ORDS 21.2 on Tomcat 10.1.
- Write, tune, and maintain PL/SQL packages, procedures, functions, triggers, and views against Oracle 19c, including source, staging, master, and reporting schemas.
- Implement code changes required by Presidential Executive Orders, Office of the Secretary (OSEC) mandates, and Government priorities; refactor or retire code no longer pertinent due to business-process changes.
- Modify applications for changes in external sources (ASAP, FMMI, SAM, Grants.gov) and maintain integration and synchronization of files and data between external sources and internal applications, including SOAP/WSDL and REST interfaces.
- Implement encryption/decryption of PII in application and database layers; upgrade components to security-compliant software versions and support infrastructure hosting changes.
- Build user interfaces that conform to the Revised Section 508 standards and the most current WCAG Level A/AA criteria; remediate accessibility defects and provide input to Accessibility Conformance Reports (ACRs).
- Perform unit and integration testing, support QA and user acceptance testing, and follow change management governance for deployments.
- Manage code in Git/Subversion, track work in JIRA and Remedy, and document designs, technical specifications, and release notes in Confluence/SharePoint.
- Provide technical leadership to the development team – code reviews, development standards, and mentoring – and give the Project Manager technical input for Weekly/Monthly Status Reports, the IMS, and the Risk Register.
- Support knowledge transfer and handoff of completed work items, and participate in Transition-Out activities.
- Coordinate effectively with federal staff and other contractors (infrastructure, DBA, security, and help desk teams).
Experience Required
- Minimum 7 years of professional software development experience.
- At least 5 years of hands-on Oracle Forms and Reports development and at least 3 years building production Oracle APEX applications.
- Demonstrated competency with Ruby on Rails (RoR), Java, WSDL, and PL/SQL.
- Demonstrated competency with MySQL, Oracle, and SQL Server databases
- Successful participation in completed projects similar in scope – enhancement of mission-critical, multi-application portfolios delivered through Agile backlogs.
- Experience with federal grants management or financial systems, and with integrations to Treasury ASAP, FMMI, SAM.gov, or Grants.gov, strongly preferred.
- Experience developing Section 508 / WCAG-conformant web applications.
- Bachelor’s degree in Computer Science, Information Technology, or a related field preferred; additional relevant experience may substitute.
- Must be a U.S. Citizen, Lawful Permanent Resident, or valid work-visa holder, and able to obtain and maintain a Public Trust (Moderate Risk or higher) background investigation (minimum NACI), fingerprinting, and an HSPD-12 PIV credential. Must complete annual Information Security Awareness (ISA) and Rules of Behavior (ROB) training.
