The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a dedicated and detail-oriented professional to serve as a Regional Supports Manager. This position serves as a member of the Waiver Network Supports team, through active participation in team meetings, completion of special assignments, and representation as requested at functions related to DDS; leads a team of Regional Support Specialists; and acts as a liaison between the state and Community Service Boards (CSBs) and other stakeholders regarding DD Waiver Eligibility and Slot Management.

Key responsibilities include:

  • Overseeing statewide DD Waiver waitlist management, slot allocations, and Waiver Slot Assignment Committees (WSAC) for regulatory and Dept. of Justice (DOJ) Settlement Agreement compliance.
  • Establishing Standard Operating Procedures (SOP) and operational guidance for Regional Support Specialists (RSS).
  • Conducting quarterly reviews of waitlist tracking systems to maintain 100% accuracy of allocated slots.
  • Collaborating with data analysts to build actionable, data-driven reports on slot assignment and utilization.
  • Providing leadership to the Regional Support Unit (RSU), guiding complex cases requests, technical inquiries, educational sessions, and providing clear performance expectations aligned with departmental and unit goals.
  • Conducting ongoing supervision (at least monthly), interim evaluations, and annual performance reviews to ensure 100% on-time completion and compliance.
  • Managing program budget development and annual projections for Waiver needs.
  • Collaborating quarterly with Quality Managers and Data Analysts on SOP, data integration (WaMS), and reporting efficiencies.
  • Directing the RSU in delivering high-quality technical assistance and consultation to CSBs, private providers, families, and internal state departments.
  • Developing standardized guidance, tools, and training materials on Eligibility, DD Waivers, slot assignment/management, and VIDES.
  • Overseeing curriculum design and execution for WSAC members, ensuring 100% of new members are trained within two months and annual refreshers are offered.
  • Contributing subject matter expertise to the design and enhancement of WaMS systems training tools.

Minimum Qualifications

  • Knowledge of various developmental disabilities, their characteristics, and best practices for promoting health, safety, and community integration.
  • Familiarity with the full range of developmental services, including early intervention, residential supports, supported employment, and day programs.
  • Experience leading statewide or large-scale human services programs, problem solving, and budget projections.
  • Experience supervising staff, conducting skills assessments, setting clear performance benchmarks, and executing documented performance improvement strategies.
  • Skill in program planning, quality improvement, data collection, and the implementation of statewide technical assistance.
  • Knowledge of DD Waiver systems, eligibility, slot assignment mechanics, VIDES, and Medicaid process.
  • Familiarity with state regulatory standards, quality assurance frameworks, and compliance reporting (e.g., Medicaid Home and Community-Based Services (HCBS) & Settlement Agreement standards).
  • Experience collaborating with data analysts to design operational reports, monitor workflows, and coordinate electronic system data (e.g., WaMS).
  • Ability to create technical assistance guides, deliver adult training programs, and maintain proactive communication with CSBs, providers, and community stakeholders.
  • Strong public speaking and interpersonal skills for training diverse stakeholders and acting as a state liaison.
  • Experience in instructional design for adult learners, with a history of delivering high-engagement training modules and public-facing informational webinars that build trust across diverse stakeholder networks (providers, families, CSB leadership).

Additional Considerations

  • Experience navigating complex federal or state consent decrees/settlement agreements, with a proven track record of translating legal and regulatory requirements into seamless operational compliance.
  • Ability to navigate and manage data within web-based systems, such as WaMS, or similar electronic record systems.
  • Experience enhancing electronic data systems (e.g., WaMS) to improve data integrity, workflow automation, and statewide tracking.
  • Experience in formal process-improvement frameworks applied directly to state or county human services workflows.
  • Experience leading inter-departmental teams through policy transitions, system overhauls, without disrupting service delivery to CSBs and providers.
