***Security Clearance Required: A Final DoD Top Secret Clearance***
Primary Responsibilities:
The Prime Contracts Administrator administers CRL's prime contracts and task orders after award. The position's primary responsibility is the high volume of funding, ceiling, and administrative modifications on a portfolio that is predominantly CPFF and also includes Time-and-Materials and Firm-Fixed-Price contracts. The Prime Contracts Administrator maintains the contract modification log and official contract files, provides modification data to Finance and reconciles Deltek Costpoint contract records, and is the day-to-day point of contact for Contracting Officers and CRL program managers on routine contract actions. This is a hands-on role expected to work independently on routine actions shortly after onboarding, on both classified and unclassified contracts.
- Process incremental funding, ceiling, and administrative modifications on CPFF, T&M, and FFP prime contracts and task orders; review each modification against the prior version, CLIN and SLIN structure, and funding documents before acceptance; resolve discrepancies with the Contracting Officer
- Track obligated funding, ceilings, and periods of performance by CLIN; prepare Limitation of Funds and Limitation of Cost notices (FAR 52.232-22 and 52.232-20) for review and signature; alert program managers and leadership to approaching thresholds and expirations
- Maintain the contract modification log and complete, audit-ready official contract files for every prime contract and task order
- Provide modification and funding data to Finance for Deltek Costpoint contract setup and updates; reconcile contract records against Costpoint and report discrepancies
- Serve as first point of contact for program managers on contract terms, funding status, and routine actions; route requests that require a price proposal to the Deputy Contracts Director for coordination with Pricing and Proposals
- Prepare routine correspondence, notices, and acknowledgments; track pending government actions and follow up with Contracting Officers and Contract Specialists
- Open contract files and the modification log for new awards from the proposal-to-award hand-off package; respond to DCAA and DCMA data requests; support FAR 4.804 closeout and de-obligation reviews
Preferred Education: Bachelor's degree in business, contracts management, or a related field from an accredited college or university. Allowable Experience/Education Substitutions: Four (4) years of additional directly related federal contracts experience may be substituted for the bachelor’s degree, or an associate’s degree plus two (2) years of additional directly related federal contracts experience may be substituted for the bachelor’s degree.

- Candidate must have a minimum of four (4) years of federal government prime contract administration experience.
- Candidate must have hands-on experience processing incremental funding and ceiling modifications on cost-reimbursement (CPFF) contracts, plus experience with T&M and FFP contracts.
- Candidate must have working knowledge of the FAR and DFARS, including FAR Part 43 (contract modifications), the limitation of funds and limitation of cost clauses, and FAR Part 4 contract files and closeout.
- Candidate must be a U.S. citizen.

- Experience administering task orders under multiple-award IDIQ vehicles such as SeaPort NxG.
- Experience with Deltek Costpoint and PIEE (including EDA and WAWF).
- NCMA Certified Federal Contracts Manager (CFCM), or progress toward it.
- Experience administering classified contracts, including DD Form 254 requirements.
