We focus our solutions on mobility-related projects that serve the needs of our communities within the municipal, transit, transportation, airport, and port sectors.

With a staff of diversified, licensed professionals, our philosophy stems from the idea that successful project execution starts with people.

We are seeking a Contract Administrator to support contract administration and procurement within the Project Controls group of the Construction Management Consultant (CMC) team on a light rail extension program's trackwork and systems construction contract. The Contract Administrator supports the Authority and the Resident Engineer in administering a contract, including procurement-phase support, contract compliance, and maintaining complete and audit-ready contract files, in accordance with federal and state requirements and Authority policies and procedures.

Responsibilities

  • Supports the Authority in developing and managing procurement processes, including procurement schedules, advertisement, pre-submittal meetings, site visits, evaluation, selection, negotiation, award, and contract execution.
  • Supports development of contract special conditions, specifications, and procurement documents.
  • Reviews contract requirements, special provisions, terms, and conditions for compliance with applicable federal and state laws, regulations, and Authority policies.
  • Supports responsiveness and responsibility reviews of proposals and bids.
  • Supports cost and price analysis and contract negotiations.
  • Monitors contractor compliance with contract terms, insurance and bonding requirements, and reporting obligations.
  • Coordinates with the Change Order Manager to ensure changes and amendments are properly documented and executed.
  • Coordinates with labor compliance and economic development staff on contractor compliance reporting.
  • Ensures contract files contain all essential documentation and are accurate and complete for audit purposes.
  • Prepares contract correspondence and supports the Resident Engineer with contract administration tasks.
  • Supports contract closeout documentation.

Qualifications

  • Bachelor's degree preferred; 5+ years of relevant experience may be considered in lieu of a degree.
  • Approximately 5+ years of contract administration or procurement experience, preferably on publicly funded construction contracts.
  • Federal contracting experience, including familiarity with FTA requirements, preferred.
  • Certification such as CPCM, CFCM, CCCM, CCMA, CPPO, CPPB, or NIGP-CPP preferred.
  • Familiarity with GC/CM or alternative delivery procurement preferred.
  • Must be able to work on-site in Seattle.
  • Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.

Compensation: $90,000 to $160,000 per year (depending on qualifications)
