About Your Role
CMTS is seeking an experienced Engineer IV – Electrical (Sustainability) to provide specialized electrical engineering expertise and technical support to the BuildLACCD Sustainability Strike Team in Los Angeles, CA. This position supports capital construction, modernization, and energy-related initiatives across the Los Angeles Community College District, from project planning and scoping through design, procurement, construction, commissioning, and closeout.
Reporting to the Sustainability Strike Team Lead, the Engineer IV serves as a districtwide electrical engineering Subject Matter Expert (SME), supporting multiple Project Managers rather than serving as the Project Manager of record. Work is limited to bond-eligible capital improvements and excludes routine facility maintenance and operations.
Key Responsibilities
- Provide electrical engineering technical guidance, evaluations, risk assessments, and recommendations to the Sustainability Strike Team and Project Managers supporting multiple District initiatives.
- Assess existing electrical infrastructure, equipment, and related building systems for condition, performance, load capacity, deficiencies, and opportunities for modernization.
- Prepare existing-conditions assessment reports documenting findings, infrastructure constraints, recommended improvements, alternatives, and project prioritization considerations.
- Perform and review electrical load studies, service-capacity evaluations, feasibility studies, infrastructure assessments, and other technical analyses supporting project development.
- Evaluate compatibility of proposed improvements with existing electrical and building systems; coordinate utility service upgrades and integration requirements with technical partners.
- Develop and review electrical engineering Scopes of Work (SOWs), specifications, deliverables, and implementation approaches; validate technical assumptions for project white papers and planning documents.
- Support procurement by developing technical requirements, performance criteria, and engineering input for solicitations; participate in technical evaluation panels as assigned.
- Provide technical expertise for Photovoltaic (PV) systems, Battery Energy Storage Systems (BESS), microgrids, electric vehicle (EV) charging infrastructure, electrification, and renewable energy improvements.
- Support central plant decarbonization and optimization, LED lighting upgrades, energy-efficiency retrofits, smart controls, Building Management Systems (BMS), and Energy Information Systems (EIS).
- Review engineering studies, drawings, specifications, submittals, Requests for Information (RFIs), requests for clarification, and change order proposals; provide technical recommendations and support resolution.
- Coordinate with architects, engineers, consultants, contractors, utility providers, campus representatives, College Project Teams, and Program Management Office staff to address system integration and constructability issues.
- Attend site visits and design/construction meetings; support technical verification, commissioning, and capital project closeout activities.
- Apply California energy and electrical codes, Title 24, applicable ASHRAE guidance, District standards, and sustainable design principles to technical reviews.
- Perform other bond-eligible electrical engineering support activities as directed by the Sustainability Strike Team lead.
Minimum Qualifications
- Bachelor's degree in Electrical Engineering.
- Current California Professional Engineer (PE) license in Electrical Engineering.
- At least seven (7) years of professional electrical engineering experience involving design, construction, or facilities infrastructure projects.
- Strong knowledge of California energy codes, Title 24, the National Electrical Code (NEC), CALGreen, and applicable electrical engineering standards.
Preferred Qualifications
- Two (2) or more years of educational facility design and/or construction experience, preferably with California community colleges or other public educational institutions.
- Experience supporting large public works or capital improvement programs.
- Hands-on experience with electrical infrastructure assessments, load studies, utility coordination, and electrical service-capacity evaluations.
- Experience with PV, BESS, microgrids, EV charging infrastructure, building electrification, central plant electrical systems, BMS, and building automation controls.
- Experience reviewing electrical design documents, construction specifications, and technical submittals.
- Familiarity with Division of the State Architect (DSA) approvals and construction processes.
- Experience with Bluebeam Revu and Building Information Modeling (BIM) tools and workflows.
- LEED or CHPS project experience and/or related credentials.
