Position Title: Quality Control Manager (QCM) Department: Construction Reports To: Project Manager/Chief Operating Officer Location: Varies FLSA Status: Exempt Pay Rate or Salary: DOE Work Schedule: 40 hours per week and occasional overtime as required to maintain operations

Summary

The Quality Control Manager is a dual-role position responsible for ensuring that all construction activities meet both quality and safety requirements as outlined by contract documents, EM 385-1-1, OSHA, and applicable federal guidelines. This role oversees project-specific quality control documentation and inspections and simultaneously ensures that health and safety regulations are upheld on-site. This individual plays a critical role in maintaining construction integrity and ensuring a hazard-free working environment.

Essential Duties and Responsibilities

  • Manage and perform daily QC duties ensuring construction and removal activities meet established minimum standards and project specifications.
  • Oversee and coordinate all aspects of quality control for the Remnant Removal Project, including inspection of steel removal activities, verification of equipment use, and assurance of compliance with SC/SS preservation requirements.
  • Create, update, and maintain project submittal logs, daily QC reports, and NQA-1 documentation.
  • Review shop drawings, work packages, and submittals for technical and specification compliance.
  • Chair and document weekly QC meetings and coordinate with project stakeholders on non-conformance issues and resolutions.
  • Conduct preparatory, initial, and follow-up inspections for each definable feature of work, including remnant removal and base metal repairs as needed.
  • Document and track code inspections, ensuring prompt correction of non-conformances.
  • Verify that materials received match approved submittals and that they are stored and handled properly.
  • Monitor and document testing, commissioning, punch lists, and project closeout procedures.
  • Maintain accurate "as-built" drawings and ensure thorough project closeout documentation is compiled and submitted.
  • Stop work if safety or quality is compromised, especially during operations where SC/SS components could be at risk.
  • Provide technical direction, task prioritization, mentoring, and quality-related oversight to assigned Environmental Field Engineers; coordinate personnel assignments and performance feedback with the Project Manager and company management.
  • Review and verify Field Engineer technical deliverables, including field measurements, layout verification, inspection records, RFIs, work-package inputs, shop drawing reviews, redlines, as-built records, and turnover packages for accuracy and compliance.
  • Assign, coordinate, and verify Field Engineer support for preparatory, initial, and follow-up inspections; maintain QCM authority and accountability for quality-control acceptance, inspection records, and release of hold points as required by approved procedures.
  • Oversee applicable ACI concrete and rebar inspection requirements, NQA-1 quality documentation and traceability, safety-class/safety-significant (SC/SS) preservation, and identification and disposition of nonconforming work in coordination with authorized engineering and customer representatives.
  • Direct Field Engineers to document deficiencies and proposed corrective actions; verify closure and escalate unresolved technical issues without independently approving design changes outside delegated authority.
  • Coordinate technical field support with the Project Manager, engineering leads, subcontractors, and craft personnel while maintaining separation between quality-control acceptance authority and project production, cost, and schedule management.
  • Ensure Field Engineers understand applicable contract drawings, specifications, codes, inspection and test plans, work packages, permits, and site-specific quality and safety requirements before work begins.

Qualifications and Experience

  • Bachelor's degree in engineering or construction management, or 10 years of construction experience.
  • Minimum 5 years' experience as QCM on USACE or DOE construction projects.
  • USACE "Construction Quality Management for Contractors" Certification required.
  • OSHA 30-Hour, First Aid, CPR, and AED certified.
  • Preferred: Fall Protection Competent Person Certification per EM 385-1-1.

  • Knowledge of construction sequencing, change order impacts, and project scheduling.
  • Ability to manage multiple priorities while maintaining documentation and field oversight.
  • Demonstrated accuracy, attention to detail, and mature professional judgment.
  • Flexibility to travel and adjust hours to meet project requirements.

Supervisory Responsibilities

  • Provides technical supervision and quality-related direction to assigned Environmental Field Engineers and other designated QC support personnel, as assigned. Formal personnel-management authority is subject to CSS organizational assignments.

Physical Demands

  • Frequent sitting, computer use, walking job sites, and lifting up to 50 lbs.
  • Visual acuity for inspections and documentation.
