POSITION SUMMARY

The Projects Quality Engineer provides end-to-end quality assurance and oversight across engineering, procurement, supplier manufacturing, construction, commissioning, and project turnover activities supporting Whiting Refinery projects.

This role is responsible for proactive, risk-based quality planning, supplier quality execution, engineering contractor oversight, and ensuring project requirements are accurately translated into supplier deliverables and field execution.

The Projects Quality Engineer serves as a key quality interface between Engineering, Procurement, Suppliers, Inspection Service Providers, Construction, and Commissioning teams to help ensure equipment, materials, and installed work are delivered Right First Time and in compliance with applicable project requirements, codes, standards, and contractual obligations.

The successful candidate will bring strong refinery or heavy industrial project quality experience across mechanical, electrical, instrumentation, controls, structural, and civil scopes. The role will also provide construction site and Turnaround (TAR) quality support as required based on project phase and risk.

KEY RESPONSIBILITIES

Supplier Quality and Procurement

Support RFQs, Technical Bid Evaluations (TBEs), and supplier selection by reviewing quality requirements, supplier deviations, and approved comments and exceptions.
Develop and apply Purchase Order Quality Requirements (POQRs) based on equipment criticality and supplier quality risk.
Support Approved Vendor List (AVL) usage and supplier qualification activities.
Identify and monitor supplier quality execution risks and support development of project supplier lists.

Supplier Documentation and Engineering Oversight

Perform risk-based reviews of supplier and contractor quality plans, procedures, and Inspection and Test Plans (ITPs).
Verify supplier and contractor quality activities align with applicable project and quality requirements.
Participate in design, document, and readiness reviews where quality input is required.
Support engineering contractor oversight and verify adherence to applicable engineering practices, Management of Change (MOC), interdisciplinary review processes, and design quality requirements.

Inspection, Surveillance, and Equipment Release

Develop and execute inspection and surveillance strategies based on ITPs, POQRs, equipment criticality, and project risk.
Coordinate and oversee third-party inspection service providers.
Review inspection reports, Nonconformance Reports (NCRs), and corrective actions resulting from supplier surveillance.
Support equipment and package management from manufacturing through delivery, receiving inspection, and preservation.
Provide quality input and authorization for the release of electrical, instrumentation, and controls equipment, including verification of hazardous-area compliance, certification, inspection, and testing requirements.
Provide quality input and authorization for mechanical and rotating equipment, including pumps, compressors, drivers, pressure vessels, heat exchangers, and packaged equipment.

Quality Oversight and Continuous Improvement

Execute Self-Verification and Oversight (SV&O) activities based on project risk and quality plans.
Manage and track NCRs, including initiation, technical evaluation, corrective actions, closure verification, and escalation of overdue or high-risk items.
Identify and trend defects across engineering, supplier, and construction activities to support Right First Time execution.
Identify quality risks and barriers and support development and tracking of mitigation actions.
Analyze recurring quality issues and systemic gaps and drive corrective and preventive actions.
Capture and share lessons learned, quality alerts, and continuous-improvement opportunities across projects.

Construction, Commissioning, and TAR Support

Provide construction site quality oversight, including site walkdowns, P&ID walkdowns, and field verification of mechanical and electrical/instrumentation installation quality.
Provide quality oversight for structural steel and civil work, including foundations, embeds, supports, access platforms, equipment foundations, and grout.
Support field quality execution through QC package reviews, Inspection and Test Record (ITR) verification, and construction dossier reviews.
Review NDE documentation, hydrostatic test packages, and hydro-release documentation.
Support Mechanical Completion (MC) and System Handover (SH), including punch-list management and closeout verification.
Support Turnaround (TAR) project execution, including pre-TAR readiness, package verification, field oversight, and post-TAR closeout.
Provide quality guidance and coaching to contractors and project teams to reinforce quality expectations and prevent repeat defects.

EDUCATION

Bachelor’s degree in Engineering or a related technical discipline preferred.
High school diploma required. Relevant technical and industry experience may be considered in lieu of a degree.
