Boardwalk is a limited partnership operating in the midstream portion of the natural gas and natural gas liquids industry, providing transportation and storage services for our customers. Our 14,000 miles of pipeline and storage assets provide diverse market connectivity to producers and end-users who need reliable sources of natural gas for power generation, home heating or petrochemical feedstocks. We have the experience, knowledge, and flexibility to design service offerings and create system enhancements tailored to our customers’ needs throughout the 13 states in which we operate. As an organization focused on sustainability, we are committed to protecting the environment while delivering this energy source. This commitment is made to our customers, employees, and the communities in which we operate. We incorporate environmental stewardship, safety, and compliance into our day-to-day operations and seek to strengthen and support the communities we serve. Additional information about the company can be found online at www.bwpipelines.com.

We are currently looking for a Project Development Manager for our Houston, TX office.

POSITION DESCRIPTION:

This is an exciting opportunity to be at the forefront of strengthening America’s energy advantage by building best-in-class infrastructure that delivers secure, affordable, and responsible energy. Reporting to the Director of Project Development, the Project Development Manager (PDM) plays a critical leadership role in the front-end development of large-scale midstream energy infrastructure projects involving natural gas and liquid product pipeline and storage systems. You will be accountable for project development through early commercial alignment, technical scoping, permitting strategy, and investment readiness. You will drive projects from ideation to Sanction / Final Investment Decision, which can include those exceeding $1 billion in total installed cost and are jurisdictional to FERC under Section 7(c) and to PHMSA regulations under 49 CFR Part 192.

As part of Boardwalk’s cross-functional Deal Team structure, you will play a key role in developing market oriented, customer focused, large scale infrastructure projects that align with our strategic goals. You will be responsible for driving collaboration across the enterprise while advancing projects through our innovative project life cycle operating model.

A strong commercial mindset is essential. You will work side-by-side with business development to shape opportunities that reflect customer needs and market realities, ensuring that technical scopes are grounded in commercial viability. This includes contributing to deal structuring, understanding commercial drivers, and helping to position projects competitively within the company’s portfolio.

You will be responsible for delivering investment decision support packages, including scope, schedule, cost, risks, and return. You must demonstrate strong leadership in a matrix organization and the ability to engage effectively with internal functions, regulatory agencies, landowners, and community stakeholders throughout the project development process.

REQUIRED SKILLS, KNOWLEDGE, AND EXPERIENCE:

5+ years of experience in project/business development or project management within the U.S. natural gas pipeline industry.
Proven track record of working with commercial functions (e.g., Business Development) to identify and shape projects in-line with customer needs while setting execution teams up for success.
Demonstrated ability to lead cross-functional teams through early project stages (Discovery through Sanction), including coordination across commercial, engineering, regulatory, environmental, land, and corporate development functions.
Demonstrated commercial aptitude and ability to work closely with business development or commercial teams.
Demonstrated ability to challenge conventional thinking and a desire to include diverse perspectives.
Familiarity with permitting processes and environmental constraint analysis for projects such as FERC 7(c) projects, including leading NEPA pre-filing and certificate application.
Experience preparing and managing the development of project scopes, budgets, forecasts, schedules, risk analyses, and contracts.
Strong interpersonal and communication skills with an emphasis on stakeholder engagement, internal consensus-building, executive presentation, and customer-facing alignment.
High attention to detail, with the ability to manage competing deadlines in a matrixed, fast-paced environment.
Proficiency in Microsoft Office tools including Excel, Word, Outlook, PowerPoint; familiarity with project scheduling tools such as Primavera (P6) or similar.
Demonstrated ability to represent the company in customer meetings, landowner discussions, and agency consultations.
Valid driver’s license and ability to travel up to 25% of the time.

PREFERRED SKILLS, KNOWLEDGE, AND EXPERIENCE:

15+ years of experience in a Project Development or early-stage Project Management role at a midstream energy operator.
5+ years of experience working on a project team managing FERC jurisdictional projects.
Experience contributing to commercial deal structuring or customer-aligned project shaping.
Familiarity with FERC Plans and Procedures, especially as applied to complex, multi-state projects.
Working knowledge of PHMSA regulations (49 CFR Part 192) and applicable engineering standards such as ASME B31.8.
Forward looking mindset that anticipates risk and develops and executes mitigation strategies.
Experience managing cross-country pipeline projects that include integrated compressor and meter station scope across the entire project lifecycle.
Field experience during the Construction, Commissioning, or Operation of midstream oil and gas assets.
Licensed Professional Engineer (PE) and/or MBA.
Demonstrated success managing large interstate natural gas pipeline projects (e.g., greater than $500 million total cost, greater than 30” in diameter, longer than 50 miles) with preference for projects exceeding $1 billion.
Proficiency in Microsoft PowerBI, PowerApps, PowerAutomate, and CoPilot

REQUIRED EDUCATION:

Bachelor’s degree in Business, Economics, Finance or Engineering
