Arcadis is seeking a Program Manager to join our Chicago Programs team. The Program Manager will be responsible for managing approximately three to five concurrent building capital projects as part of a larger client program. Projects may include new construction, renovation, modernization, and facility improvements across public safety, healthcare, education, corrections, municipal, and private development markets.

Working under the direction of a senior Program Lead, the Program Manager will oversee assigned projects through planning, design, procurement, construction, commissioning, and closeout. The successful candidate will coordinate multidisciplinary teams, manage project performance, and provide consistent reporting across their assigned portfolio.

This position is intended for an experienced building Project Manager who is ready to take on multiple projects and continue developing toward a future program leadership role.

Position Responsibilities

  • Manage approximately three to five concurrent building projects through all phases of delivery.
  • Serve as the primary day-to-day client contact for assigned projects.
  • Lead and coordinate architects, engineers, contractors, consultants, vendors, and client stakeholders.
  • Develop and monitor project budgets, forecasts, contingencies, and schedules.
  • Manage project risks, changes, procurement, contracts, and document controls.
  • Review design documents for completeness, constructability, coordination, and alignment with client requirements.
  • Coordinate design reviews, value engineering, cost estimating, permitting, and procurement activities.
  • Review contractor payment applications, change orders, proposals, and schedule updates.
  • Monitor construction progress, quality, safety, and impacts to ongoing facility operations.
  • Coordinate commissioning, turnover, and project closeout.
  • Provide consolidated cost, schedule, risk, and progress reporting to the Program Lead and client.
  • Identify and escalate significant project issues while developing recommended solutions.
  • Coordinate assigned projects with the broader capital program and other project managers.
  • Provide day-to-day direction and mentoring to assistant project managers and project engineers.
  • Support client development, proposals, interviews, and growth of the Chicago Buildings practice.

Required Qualifications

  • Bachelor’s degree in engineering, architecture, construction management, or a related field.
  • Minimum 8 years of progressively responsible building project management, construction management, design management, or owner’s representative experience.
  • Demonstrated experience managing building projects through planning, design, procurement, construction, and closeout.
  • Experience managing multiple concurrent projects and multidisciplinary project teams.
  • Experience with new construction, renovation, modernization, or work within occupied facilities.
  • Working knowledge of project budgets, schedules, procurement, contracts, change management, risk management, and project controls.
  • Strong client communication, organization, and team leadership skills.
  • Experience with web-based project management or document-control systems.
  • Ability to travel to project sites throughout the Chicago metropolitan area.

Preferred Qualifications

  • Licensed Professional Engineer (PE), preferably in Illinois, or ability to obtain Illinois licensure.
  • 8 to 12 years of relevant building project or construction management experience.
  • Experience managing a portfolio of three or more concurrent building capital projects.
  • Experience with public-sector, institutional, healthcare, educational, public safety, or municipal building programs.
  • Experience serving as an owner’s representative or program/construction management consultant.
  • Chicago-area building, permitting, contractor, and construction market experience.
  • Experience managing construction in occupied or operational facilities.
  • Project Management Professional (PMP), Certified Construction Manager (CCM), or Registered Architect (RA) credential.
