Original job description

The Program Manager (PM) / Subject Matter Expert (SME) serves as the senior regional leader responsible for the overall management, execution, quality assurance, and performance of Enterprise Systems Management support services provided to the Strategic Army Network Enterprise Center (SANEC) across Texas, Oklahoma, and surrounding geographic areas. The PM serves as the contractor's principal representative and regional technical authority, providing direct oversight of contract operations, personnel, and mission support requirements throughout the assigned region. In this capacity, the PM acts as the primary interface between contractor personnel, Government leadership, the Contracting Officer (KO), and the Contracting Officer's Representative (COR), ensuring contractual requirements, operational objectives, and established performance standards are consistently achieved.

Serving in a dual capacity as both Program Manager and regional Subject Matter Expert, the individual provides strategic leadership, technical expertise, operational oversight, quality management, and workforce supervision across geographically dispersed installations and supported organizations. The PM is responsible for coordinating enterprise IT operations, systems management initiatives, technical solutions, process improvements, and mission-critical network services throughout the region. This position requires extensive Department of Defense IT management experience, comprehensive knowledge of enterprise network operations, and demonstrated ability to oversee multiple concurrent projects, resolve complex technical and operational challenges, and ensure consistent service delivery across geographically separated locations. The PM also serves as a trusted technical advisor to Government stakeholders, providing recommendations, operational assessments, and strategic guidance to enhance mission readiness, service effectiveness, and overall contract performance.

Responsibilities

  • Serve as the primary Regional Program Manager and senior technical SME responsible for the successful execution, management, and performance of Enterprise Systems Management support services across Texas, Oklahoma, and surrounding geographic locations.
  • Provide direct leadership and operational oversight of geographically dispersed contractor personnel supporting multiple Army installations, Network Enterprise Centers (NECs), and mission-critical IT operations.
  • Serve as the contractor's principal point of contact for Government leadership, Contracting Officer (KO), Contracting Officer's Representative (COR), and other designated stakeholders regarding program execution, operational performance, and technical matters.
  • Oversee daily contract operations to ensure compliance with the Performance Work Statement (PWS), contractual requirements, established performance metrics, and applicable Department of Defense and Army regulations.
  • Develop, implement, and maintain program management processes, operational procedures, and performance improvement initiatives to ensure consistent service delivery throughout the assigned region.
  • Coordinate resources, personnel, schedules, and operational priorities across multiple locations to ensure effective execution of mission requirements.

Technical Leadership and Subject Matter Expertise:

  • Serve as the senior regional technical advisor and SME for enterprise IT operations, systems administration, network management, cybersecurity, and associated IT infrastructure support services.
  • Provide technical guidance and oversight for complex IT infrastructure challenges, system performance issues, network outages, and enterprise service delivery requirements.
  • Advise Government leadership on emerging technologies, IT modernization initiatives, infrastructure improvements, and technical solutions designed to enhance operational efficiency and mission readiness.
  • Ensure enterprise systems and network support activities comply with applicable DoD cybersecurity policies, DISA Security Technical Implementation Guides (STIGs), Risk Management Framework (RMF) requirements, and Army enterprise IT standards.
  • Coordinate with installation NEC leadership, technical teams, and enterprise service providers to resolve complex technical issues and facilitate continuity of IT services.
  • Evaluate technical processes, operational risks, and service delivery challenges, recommending corrective actions and improvements to enhance regional IT performance.

Personnel Management and Workforce Leadership:

  • Provide leadership, direction, and supervision to contractor personnel assigned throughout the regional area of responsibility.
  • Oversee workforce planning, staffing requirements, recruitment coordination, employee retention, and personnel development to maintain a qualified and mission-ready workforce.
  • Ensure personnel possess and maintain required technical certifications, security clearances, training, and qualifications in accordance with contractual and DoD requirements.
  • Conduct employee performance evaluations, provide mentorship, and identify professional development opportunities to strengthen technical capabilities and operational effectiveness.
  • Coordinate staffing adjustments, personnel replacements, and resource allocation to minimize operational disruptions and maintain required staffing levels.
  • Foster accountability, professional conduct, teamwork, and a customer-focused culture across all supported locations.

Contract Performance and Quality Assurance:

  • Ensure all contract deliverables, performance standards, and reporting requirements are completed accurately and within established timelines.
  • Implement and oversee the Quality Control Plan (QCP), conducting periodic performance assessments and identifying opportunities for continuous improvement.
  • Monitor key performance indicators (KPIs), service-level requirements, trouble-ticket resolution metrics, and operational performance trends to ensure contract compliance.
  • Identify, document, and resolve performance deficiencies through corrective action plans and proactive management engagement.
  • Support Government performance assessments, monthly COR evaluations, Contractor Performance Assessment Reporting System (CPARS) reviews, and other contractual oversight activities.
  • Maintain program documentation, operational reports, staffing records, risk assessments, and other required management deliverables.

Government Customer Engagement and Stakeholder Coordination:

  • Establish and maintain effective professional relationships with Government leadership, NEC Directors, technical representatives, and supported military organizations throughout the assigned region.
  • Participate in Government coordination meetings, program management reviews, technical working groups, and operational planning sessions.
  • Provide timely updates to Government stakeholders regarding contract performance, staffing status, operational challenges, and corrective actions.
  • Coordinate with Government representatives to identify evolving mission requirements, prioritize technical support activities, and recommend solutions within the authorized contractual scope.
  • Represent the contractor during Government site visits, inspections, performance evaluations, and senior-leadership engagements.

  • Identify and mitigate operational, technical, staffing, and contractual risks that could negatively impact mission accomplishment or contract performance.
  • Develop and coordinate contingency procedures, escalation processes, and continuity-of-operations strategies to maintain essential IT services during disruptions.
  • Support incident response coordination and the timely restoration of mission-critical systems and network services.
  • Evaluate regional operational performance and implement standardized procedures, best practices, and lessons learned across supported installations.
  • Promote proactive problem resolution, technical innovation, and continuous improvement to enhance service quality, operational reliability, and Government customer satisfaction.
