This is a hybrid role; only local candidates will be considered.
The Developer/Programmer Analyst III will support the Texas Department of State Health Services (DSHS) on the Texas Birth Defects Registry (TBIRDS) electronic case reporting (eCR), data interoperability, and modernization project. This temporary position sits within the DSHS Birth Defects Epidemiology and Surveillance Branch (BDESB) and will conduct a needs assessment to identify business requirements for ingesting electronic initial case reports (eICRs) into TBIRDS and auto-populating select fields to expedite record abstraction. The role will primarily develop automated processes between systems for extracting, validating, and using data from eICRs. The position will also lead projects to automate branch processes, such as clinical review of cases, and build dashboards related to eCR implementation and data modernization efforts. Working with BDESB program, epidemiology, and technical staff, the Programmer Analyst will deliver solutions that reduce manual data review, improve the usability of eCR data, and support the integration of electronic health data into existing surveillance workflows.
Responsibilities
- Conduct a needs assessment to evaluate and identify the steps necessary for TBIRDS to ingest eICRs and auto-populate select data fields.
- Develop a report or system requirements document describing the functions and workflows needed for TBIRDS interoperability.
- Develop, test, document, and maintain SAS, Python, R, or other statistical software programs supporting multiple branch processes.
- Build dashboards related to eCR implementation and data modernization efforts.
- Automate and integrate relevant eICR data into TBIRDS to expedite branch processes, such as triaging cases for clinical review and automating data ingestion.
- Test and validate automated workflow processes, standardization, linkage, and processing methods to assess accuracy, completeness, and reliability.
- Troubleshoot identified issues and refine programming solutions accordingly.
- Maintain clear documentation of programming scripts, workflows, validation procedures, and developed solutions to support sustainability and future maintenance.
- Support efforts to incorporate electronic health data into existing registry workflows and assist with planning for eICR integration and other interoperability initiatives.
- Collaborate with BDESB staff and technical partners to identify data and system requirements, document technical processes, identify potential limitations, and develop recommendations for future interoperability projects.
