Job Title: Construction Project Manager Data Center Early WorksJob DescriptionThis role leads the early works phase of a major greenfield data center development in Pecos, Texas. The Construction Project Manager acts as the day-to-day owners representative on site, overseeing the General Contractor and multiple subcontractors to ensure safe, predictable, and high-quality delivery of large-scale site development and earthworks. The position focuses on mass grading, excavation, underground infrastructure, roads, utilities, and site logistics to prepare the site for subsequent vertical data center construction. This opportunity is ideal for a seasoned construction leader who has successfully taken major projects from raw land through civil and site development into vertical construction.
- 100% onsite, open-ended contract
- Focused on early works, large-scale greenfield site development, mass earthworks and civil infrastructure
- Looking for strong heavy civil/earthworks experience, GC/owner's-rep oversight, and someone who understands the transition from early works into vertical construction
- $125/day lodging + $74/day food allowance
- Approximately 40 hours/week + 5 hours OT
Responsibilities
- Provide day-to-day field oversight of the General Contractor and major construction activities throughout the early works phase.
- Manage and monitor large-scale earthworks, grading, excavation, civil infrastructure, utilities, roads, and site development activities.
- Oversee mass grading, cut and fill operations, underground utilities, drainage, and major earthmoving activities to ensure they align with project plans.
- Hold contractors accountable for safety, quality, scope, schedule, cost, and risk commitments while respecting their means and methods.
- Monitor actual field progress against the construction schedule and identify constraints or potential delays before they impact critical milestones.
- Evaluate construction sequencing, dependencies, critical-path activities, and recovery plans to maintain schedule integrity.
- Review construction plans, specifications, RFIs, submittals, schedules, field reports, and other project documentation for accuracy and completeness.
- Coordinate effectively with contractors, designers, consultants, cost managers, and project leadership to resolve issues and keep work on track.
- Participate in OAC and other project meetings and provide clear updates on progress, constraints, risks, and required decisions.
- Support RFPs, change management processes, cost reviews, pay applications, and other construction administration activities as needed.
- Identify and escalate contractor performance issues, field deficiencies, schedule risks, and unresolved project constraints in a timely manner.
- Ensure early works are delivered in a condition that supports a smooth transition into subsequent vertical data center construction phases.
- Walk large greenfield areas regularly to verify that field activities match the plan, schedule, and quality expectations.
- Challenge the General Contractors schedule, sequencing, and performance using objective field observations and schedule tools, while operating as an owners representative.
- Maintain strong field presence and credibility to drive accountability without directly directing the contractors means and methods.
Essential Skills
- At least 10 years of progressive construction management experience supporting large, complex construction projects.
- Significant experience with greenfield site development, heavy civil construction, and major earthmoving operations.
- Strong knowledge of mass grading, excavation, cut and fill, underground utilities, civil infrastructure, roads, drainage, site logistics, and early works.
- Proven experience managing or overseeing General Contractors and multiple subcontractors on major projects.
- Strong understanding of construction safety, quality, cost, schedule, risk, and change management principles.
- Experience managing construction schedules, including dependencies, constraints, critical-path activities, and recovery planning.
- Ability to interpret drawings, specifications, RFIs, submittals, schedules, and other construction documentation accurately.
- Demonstrated ability to walk large greenfield sites and assess whether work is progressing according to plan and schedule.
- Strong field leadership skills with the ability to independently identify risks and hold contractors accountable.
- Excellent communication skills with field teams, GC leadership, designers, consultants, and program leadership.
- Proven experience as a Construction Manager, Owners Representative, Senior Superintendent, Project Manager, or similar role overseeing a GC and multiple subcontractors.

- Bachelors or technical degree in Construction Management, Civil Engineering, Mechanical Engineering, Electrical Engineering, or a related field.
