Job Title: Construction Manager 3 Pre-Construction On-Site Project Lead (Safety & Environmental Focus)Job DescriptionThis role leads pre-construction delivery for a major datacenter campus project, with a combined focus on construction project management, environmental compliance, and site safety. Based in Manassas, Virginia in a hybrid capacity, you will oversee the relocation of an existing groundwater treatment facility and associated infrastructure, ensuring that work meets schedule, quality, safety, and regulatory requirements. You will act as the on-site project lead, coordinating contractors, consultants, and internal stakeholders to deliver an environmentally sensitive, heavy civil/site development project over an estimated eight-month period.

Responsibilities

  • Serve as the Early Works On-Site Project Lead for the relocation of a groundwater treatment facility, associated monitoring wells, subsurface infrastructure, and related utilities at a datacenter campus site.
  • Provide on-site construction management to oversee day-to-day field activities and ensure delivery of all pre-construction and early works scope.
  • Confirm construction details and permit requirements with the environmental consultant and general contractor, ensuring all work complies with regulatory approvals and consent orders.
  • Coordinate contiguous trades and manage interfaces between civil, environmental, electrical, and other disciplines to maintain smooth and safe site operations.
  • Review, approve, and track materials from submittal and fabrication through delivery to site, ensuring they meet project specifications and schedule needs.
  • Develop, manage, and report on project safety, scope, schedule, and budget, including monitoring critical contract milestone dates and progress against plan.
  • Act as the single point of contact for pre-construction within the land development and community organization, communicating delivery status, risks, and mitigation plans to internal stakeholders.
  • Manage and coordinate the flow of communication among land development, legal, design, construction, operations teams, regulatory agencies, external consultants, and contractors.
  • Implement and monitor safety programs on site, ensuring the completed work meets required quality standards and is constructed in accordance with the construction documents.
  • Advocate for and enforce safe worksite practices by adhering to organizational and industry safety procedures and by reviewing prior audit results and relevant legislation.
  • Monitor the contractors implementation of the Site-Specific Safety Plan and High-Risk Activities (HRA) Plan, ensuring that significant risks such as excavations, mobile equipment, vehicle traffic, material handling, lifting, electrical work, and work at heights are properly controlled.
  • Enhance and improve existing construction safety management procedures through a visible on-site presence and active participation in day-to-day environment, health, and safety (EHS) management.
  • Conduct independent EHS and HRA audits on all aspects of construction management, including alignment between safety planning and actual work, compliance with key performance indicators (KPIs), and effectiveness of safety communication at all levels.
  • Identify, assess, and evaluate high-risk activities at each stage of the project, working with design teams and contractors to support forward safety planning and coordination of work activities.
  • Review and assess the EHS implications of design and scope changes during construction and monitor implementation of corrective and preventive measures resulting from incidents, near misses, or audit findings.
  • Assist in the development and refinement of specific safety programs as needed, and support continuous improvement by sharing lessons learned and best practices across projects.
  • Participate actively in planning and coordination forums, including pull planning or collaborative planning meetings, level 13 planning meetings, training workshops, daily activity briefings, management reviews, site safety committee meetings, high-risk activities meetings, and planning and coordination review meetings.
  • Assess the adequacy of contractor resources to implement their safety management programs and provide feedback to drive improvements where necessary.
  • Encourage and promote EHS initiatives that foster positive safety behavior and culture on site, and support contractor participation in structured EHS recognition and wellness programs.
  • Support and report to the broader project management team on EHS performance and issues, ensuring alignment with national statutory EHS requirements and internal KPIs.
  • Support regulatory agency interactions, stakeholder engagement, and community-related activities associated with new builds and existing facilities.
  • Coordinate meetings and activities of vendors, cost managers, and other partners, integrating lessons learned into ongoing and future work.
  • Drive project delivery by monitoring and refining long-range and short-term plans, proactively identifying barriers and working with stakeholders to resolve them.
  • Demonstrate a collaborative and supportive approach to the main contractor, recognizing that the contractor retains responsibility for all aspects of on-site safety management.

Essential Skills

  • Minimum 5 years of experience in construction health and safety, with direct involvement in EHS and high-risk activities management.
  • At least 5 years of progressive responsibility in the development and delivery of complex capital projects and programs.
  • At least 5 years of construction and environmental compliance experience in the United States, including cross-coordination among multiple disciplines.
  • At least 5 years of construction project management and field management experience, preferably in heavy civil or site development environments.
  • Strong background in project management with the ability to collaborate with multiple stakeholders and drive projects to successful outcomes.
  • General knowledge and hands-on experience with a broad range of construction means and methods, particularly in civil and site work.
  • Bachelors degree in Construction Management, Civil Engineering, or a related field, plus 5 or more years of related experience, or equivalent combination of education and experience.
  • OSHA 30 certification (or equivalent OSHA 30-hour safety training).
  • Strong written and verbal communication skills in business English, with extensive experience communicating with contractors, design teams, and other project professionals.
  • Ability to establish and maintain positive, cross-functional working relationships with internal and external teams.
  • Ability to stand and walk for multiple hours while surveying and monitoring the work environment on an active construction site.
  • Flexibility to work at least 40 hours per week on site, with availability to work some weekends as project demands require.
  • Good to strong computer skills, including effective use of Microsoft Office applications such as Outlook, Word, Excel, PowerPoint, and Project.
  • Valid, non-restrictive drivers license and access to a vehicle suitable for regular travel to and from the job site.
  • Self-starter mindset with strong process orientation and ability to work effectively in a fast-paced organization.
  • Fluency in business English; additional regional languages are considered an advantage.

Additional Skills & Qualifications

  • Direct experience with groundwater treatment and remediation projects, including operation or relocation of groundwater treatment facilities and associated monitoring infrastructure.
  • Experience with environmental permitting and compliance across multiple projects or markets.
  • Experience with Clean Water Act Section 401/404 compliance and related permitting requirements.
  • Experience delivering complex, environmentally sensitive capital construction projects, ideally involving groundwater remediation or similar environmental scopes.
  • Certified Construction Manager (CCM) credential or progress toward certification.
  • Demonstrated track record of diving deep into project delivery details, applying creative problem-solving, and pushing past barriers to achieve full project execution.
  • Experience working on projects subject to consent orders or similar regulatory frameworks, coordinating with environmental consultants and regulatory agencies.
  • Ability to apply best practices and lessons learned across multiple projects to continuously improve construction safety management procedures.
  • Strong facilitation skills for leading or contributing to planning meetings, safety committees, and training workshops.
  • Comfort working in a dynamic, global organization with diverse stakeholders and evolving priorities.
  • Ability to bridge construction execution, environmental compliance and remediation, and EHS management, rather than focusing solely on one discipline.
