Original job description
2Circle Inc. is seeking a Program Manager with risk management depth to support AFLCMC weapons programs across development, test, and production. The selected candidate serves as a trusted advisor to the Government program office, owning the program’s risk and opportunity management process end to end: identifying and framing candidate risks with the engineering, test, contracting, and production teams; developing likelihood and consequence assessments that hold up to scrutiny; maintaining the risk register and risk cube; building mitigation plans with resourced handling actions and measurable burn-down criteria; and briefing risk posture to program leadership and at Government reviews. The role carries broader program management responsibility alongside the risk portfolio - supporting integrated master schedule development and schedule risk analysis, tracking execution against the acquisition program baseline, supporting milestone and program management reviews, assessing technology and manufacturing readiness as programs transition from development through test into production, and translating technical issues raised by the engineering and test teams into cost, schedule, and capability impacts the Government can act on. The position requires direct engagement with prime contractors, test organizations, and production stakeholders, and the judgment to distinguish a real programmatic threat from noise.
A Bachelor’s degree in engineering is required, along with 12 or more years of professional experience in DoD weapons or munitions acquisition. Qualified candidates bring technical fluency across the weapons life cycle - development, developmental and operational test, and production and fielding - together with demonstrated experience executing a formal risk and opportunity management process in a program office environment. Working knowledge of integrated master schedules, earned value management, production and manufacturing readiness assessment, and the DoD acquisition milestone framework is expected. Strong written and verbal communication skills are essential; this position briefs Government leadership routinely and is expected to present risk and program status clearly and without hedging.
An active TS/SCI clearance and prior Special Access Program (SAP) experience are desired. Candidates holding an active Secret clearance with the ability to obtain TS/SCI will be considered.
This is an on-site position at Eglin AFB, Florida.
